Your laptop might be using its integrated graphics processor instead of the dedicated one, and thus you should disable the integrated GPU to make sure that it does not do the legwork because your dedicated graphics processor needs to do it!
Active adapters are 100% better than passive adapters. The active adapters do a lot of stuff (like transcoding the signal and changing the format of the data and video that flows through). However, active adapters are much more expensive than passive ones, sitting at around $100 for adapters that are reliable at all times.
Active adapters also faster data at smoother rates, and will ensure better video quality. If you have the funds and the specs to run high-quality displays, active adapters are what you really need!
Also, you need dual-mode. It allows you to convert DisplayPort to Single Link DVI, HDMI, or other DisplayPorts and have fewer issues. It would be easier to use a passive adapter for this one, but it will lock you out of resolutions that you might want to use.

Yes. Passive adapters are only capable of around 1080p, though. You can only apply 1440p and better to active adaptors. However, some more expensive passive adapters can do the job. Bear in mind that the higher the quality of the display, the lower the framerate will be. It is possible to get 1440p working for cheaper active adaptors, but at the expense of having a 30 to 40hz-like refresh rate only.

Short answer? Yes. The long and complicated answer would be that, it will cost a lot. 4k resolution takes a lot of data, to the point where it takes gigabytes of data to load even half a minute of video. Most adaptors only support 30hz and up to 60hz at best when we talk about 4k resolution. Plus, you will need a very beefy computer in order to output displays that are in 4k, let alone have a stable amount of framerate.
DisplayPort is the future. But, there are certain problems with this because a lot of early to mid 2010 graphics processors and monitors use DVI. You can connect Displayport to DVI, but you might have to assess a lot of things before you can use it to its full potential.
Cheaper adapters will only work with 60 to 75 hertz of display, which are called passive adapters. More expensive adapters that are called “active adapters” can support much better display refresh rates of up to 144hz, but they might need a lot more assessments and testing.
